Water district penalizes subscribers for its people’s fault

And this is not based from hearsay, but from my own experience. Ironically, they are the only one who penalizes members for late payment.
In my previous business location, it’s very rare that I receive my water bill. If ever I’ll receive it, it’s going to be late… as in two to three months late. Unfortunately, they already carry penalties with them. All the utilities company actually has the same billing delivery system. They are delivered manually by their own people right to the subscriber’s doorstep… supposedly. But like I said, I am not receiving my water bill.
