Of all the utilities provider here in Angeles City, the water district I believe has the most inefficient billing system. And this is not based from hearsay, but from my own experience. Ironically, they are the only one who penalizes members for late payment.

In my previous business location, it’s very rare that I receive my water bill. If ever I’ll receive it, it’s going to be late… as in two to three months late. Unfortunately, they already carry penalties with them. All the utilities company actually has the same billing delivery system. They are delivered manually by their own people right to the subscriber’s doorstepsupposedly. But like I said, I am not receiving my water bill.

My location was a three-door apartment wherein I am at the third door. The water meters are at the side of the first door which is located at the corner of the street. Water bills are given printed immediately after reading of the meter. The meter readers are bringing a hand carried device that calculate consumption and computes the current bill, print it and gives it to the subscriber… supposedly, like I said.

But after printing the said bill, instead of giving it to me at the third door, they give it to anybody who is near the place. I don’t know who they’re giving it too and I don’t know why they should. The bill doesn’t reach me, hence I don’t get reminded for my bill and so I am penalized. Sure, I know my duties but I also know that I should receive my bill.

When I went to their office to pay, with a bill that fortunately reached me - with penalty. I complained that I am not receiving my bill on time or not receiving them at all. When they asked the person reading the meter, they said they are giving the bill. Apparently, the administrators doesn’t realize that their people giving the bill, and me, the subscriber, receiving are two different things. My complain and inquiry went for naught, I am still made to pay the penalties.

That’s why I’m blogging about it. They are inefficient and insensitive.
